Reviewing just where OpinioN8 has got to I note that Hugh on HoL has 300,000 page views per month from 29,000 users - OpinioN8 gets about 2,500 from about 1,500 users. Probably not a critical mass even for a hyperlocal site. So it may well be that when the Ning account comes up for renewal in November it will not be renewed, unless there is a massive public outcry and/or you offer to help.
