Is it fair to draw attention to this, from so long ago, in relation to Regen. Wood Green II?

IN this historical context, an authoritative letter from the Treasury Solicitor is worth reading (attached).
It is from 1996 and quite dense.
It's to the then Haringey Chief Executive and about various indemnities sought by him, in respect of the Alexandra Palace Charitable Trust (requests that were largely dismissed by the then Treasury Solicitor).
However, and in passing, her letter refers to expectations that were not met in respect of the Council's Wood Green Shopping Centre project:

So, the lesson we learn from this is . . . . ?
That Haringey are now right to outsource the design and management of HDV to Lendlease, thereby overcoming internal lack of resource?
Or that they are probably over-reaching themselves again?
