AT about 6PM this evening the Council released an interim report of the Overview & Scrutiny Committee, about Governance Arrangements for the Haringey Development Vehicle:

So, a recommendation that the juggernaut is halted... that the risks are unacceptably high... with the council and residents inadequately protected.
If the OSC accept the report - what is the likelihood that the ruling cabal will press on regardless?
When does the HDV OJEU process actually conclude? I'm assuming that final bids are already in and an announcement impending if it goes to cabinet in Feb.
There's a lot of this to read, and a lot of protocol to wade through, but what I think this means is that the OSC must first accept its own report before sending to Cabinet. Cabinet then follows a flowchart through the overview protocol which usually ends up with the cabinet deciding anyway. In this case it looks as though OSC wants full council to decide whether to accept the recommendations? If cabinet lets it?
But any way the recommendations seems to be that because cabinet has gone into this ill prepared without setting up sufficient checks and balances, cabinet must oversee everything that happens in the project, to ensure that it is sufficiently well prepared? .
