Crouch End Neighbourhood Forum to replace The Conservation Area Advisory Committee

Is the Conservation Area Advisory Committee now moribund? This was a group of volunteers who undertook to review planning applications in conservation areas and pass comments to the planning authority as to their suitability. Many excesses have been reined by this means. But there have been many changes lately. Laws change, assumptions are revised and planning is often under review. Local Authority budgets are  cut, so support for the committee is reduced. Volunteers are sucked in by the Olympics so other areas suffer. Our local Conservation Area Advisory Committee has become less active. 
What should it do to reinvigorate itself? 


Should it shut up shop and not bother any more?


should we see if there is an appetite for a Neighbourhood Forum and the conservation and design issues become a sub set of Forum activity? Should we consider a Forum area for Hornsey (old Borough) (excluding Highgate and Muswell Hill) See map below.

Also attached is a draft constitution should we think about changing to a NF (based on the Highgate one). This one has a map of just what I think is the Crouch End Neighbourhood - thus a possibly more manageable area.
