Haringey Council has adopted a system for dealing with petitions. This is part of a nationwide scheme to empower local people. All councils now have such a scheme.

Petitions more broadly are described here. While it is very clear from this description what happens if a petition succeeds in gathering 2,200 signatures or more (full council debates it for not more than 15 minutes and decides how to respond) it is not clear what happens if a petition gathers 2,199 signatures or fewer.
To make things a bit easier Haringey has set up an e-petition system. So far two have been submitted. One of them carries a significant number of signatures (432) but not enough to trigger some talking.
